In Germany Vodafone has now banned that seeks to stop T-Mobile selling iPhones locked to its own network .

The German arm of Vodafone has obtained the order in a Hamburg court, where T-Mobile has the exclusive rights from Apple to sell the iPhone.

So, you need to research the different hacks available. You can't upgrade firmware though.
